The traditional method neglects the characteristics of tidal water intermittency and fluidity, and the condition is unstable, which leads to low power generation. To address this problem, a control method based on differential game theory is proposed in this paper. The potential energy and kinetic energy of sea water are converted into electric energy through the water-turbine generator set. In the process of exploitation and utilization of tidal resource, three kinds of development methods have been proposed.
