Abstract

This chapter turns lessons from individual studies and systematic and qualitative reviews of the literature into a coherent multiple streams approach (MSA) narrative. It applies the MSA narrative to the politics of evidence-based policymaking in order to show how to make the MSA story as memorable, widely understood, and correctly applied as possible. It also describes policy entrepreneurs as the heroes of the MSA story. The chapter mentions policymakers that ignore most policy problems and outlines strategies that effective policy entrepreneurs combine to adapt limitations in their complex and unpredictable environment. It also details how the MSA story begins as an antidote to rational policymaking during a policy cycle.
