Abstract

In this time of industry-wide challenge and opportunity, many rural electric cooperatives face serious disadvantages rooted in size and technology. But as a group they also command important advantages: consumer ownership, nonprofit operation, and local control. The strong and innovative systems should be among the survivors of the coming struggle.
