Abstract
ABSTRACT This paper focuses on the challenge faced by developing countries in dealing with the complexity of debt management. In response to this challenge, IDRC, together with the Commonwealth Secretariat, initiated a program designed to assist some of these countries in better managing their debt. The program seeks to improve the legal and institutional framework governing debt management and emphasizes training based on the use of a computer-based debt management system. Its implementation enables a country to quickly access relevant information and formulate an effective debt management strategy.
