Abstract It is shown on very general grounds that the mechanism of thermal instability cannot be responsible for condensations in diffuse or planetary nebulae, at least unless most of the elements are in stages of ionization with potentials over 100 eV (these higher stages of ionization were not investigated in the present work). This statement can be made independently of the radiation field incident upon the gas, and it is true for chemical compositions which vary rather widely from that commonly accepted as "normal."
