Abstract

Evaluation research is relatively and unfortunately a theoretical in approach. The incorporation of empiricism is a philosophical and methodological strategy for evaluation research, has aided in profitable assessment and development of social policy, and has led the development of methodological and statistical innovation in social science. The full power of evaluation research will only be realized when evaluative research embraces the other component of science - theory. It is argued that as the functions of theory have defined the growth and utility of science it will characterize the growth and usefulness of evaluation research. Theoretical guided evaluation will make an already applying science an applied one.
