Theoretical and Methodological Aspects of Assessing the Level of Information Development in the World and the EAEU Countries

Abstract

The article's purpose was to build a connection between indicators of measuring the information economy, and to create a comprehensive methodology for assessing the informatization of the world economy and EAEU countries. The international system of information economy measurement indicators, such as the Digital Economy and Society Index, Network Readiness Index, Knowledge Economy Index, Economy Digitalization Index, ICT Development Index, Global Digital Competitiveness Index, and e-Government Development Index, was considered. The positioning of the EAEU countries in the world system of classification of development of the information economy has been clarified. A new system of indicators, considering the level of clustering, and the development of innovative and scientific resources was proposed. The correlation of the indices “Level of cluster development,” “Innovation potential,” “Quality of scientific research institutes and “ Average index of information economy development” was considered. The graphical model of the dependence between the indices of the information economy of individual countries was built.
