Abstract

The article examines the theoretical and legal issues of reintegration of temporarily occupied and annexed territories in national and international science. The state and prospects for solving problematic issues regarding the reintegration of temporarily occupied and annexed territories in the works of domestic and foreign authors are analyzed. The foundations of the state policy of reintegration of temporarily occupied and annexed territories in Ukraine are determined, proposals for its improvement are formulated.
 The main domestic and foreign works on the reintegration of temporarily occupied and annexed territories in their relationship are studied. The reintegration of Ukraine’s temporarily occupied and annexed territories is defined as a set of successive actions determined and implemented by public authorities with the support of international organizations and partner countries, with the aim of returning the temporarily occupied and annexed territories to the legal system based on the constitutional principles of unified sovereignty and territorial integrity, humanitarian association of citizens living in these territories, restoration of their rights and freedoms.
 Arguments are given in favor of the existence of a state policy of reintegration of temporarily occupied and annexed territories in Ukraine which needs constant improvement in accordance with the current political and legal situation. The importance of the institutional and administrative aspect of the reintegration of temporarily occupied and annexed territories is proved, which is expressed in the effective activity of public authorities, in particular the Ministry of Reintegration of Temporarily Occupied Territories. It is proposed to create a state program for the reintegration of temporarily occupied and annexed territories as a logical continuation of the corresponding state policy, including taking into account the positive experience of foreign countries, an approximate structure of such a program is provided.
