The Whole of Nation Approach to End Local Communism: As Assessment of Executive Order # 70

Abstract

The Philippines moved forward with a key executive order designed to shore up its approach to defeating a decades-old communist insurgency by means of the Whole of Nation Approach to End Local Communism. The Mixed Method of research following the sequential exploratory design in the conduct of the study was used. It provides that the Philippine National Police, Armed Forces of the Philippines and the local government unit maintained their coordination and effort that will defeat terrorism as they established campaigned that will defeat all threat groups and criminal elements and Maintaining coordination with other law enforcement unit in suppressing terrorist groups. Moreover, the participation of the community through the effort of the Barangay Local Government unit has a high impact on the implementation of the Executive order no. 70 as they encourage their constituent to report any incident of the NPA’s recruitment, operation, propaganda and the like to nearest PNP or AFP Station. In the light of the findings and conclusions, it recommended that the PNP and the Military must convene at least quarterly to continuously ensure the delivery of services and inclusion of the policies, programs, projects, services and activities in the local plans based on the identified solutions by the members of the affected communities through the Barangay local Government unit and the Barangay local government unit shall identify means in order to regularly conduct a community support program-Countering violent extremism among their constituents in partnership with the PNP and the Military.
