In the nuclear Neighborhood with a nuclear Somalia i.e. Pakistan with its Islamic Bomb and Hegemonic Han China a known Proliferator, India does not want to usher in Nuclear Winter with its so called Hindu Bomb and is always ready for a constructive dialogue leading to signin g a fair and reasonable Non-Proliferation Treaty (NPT) and Comprehensi ve Test Ban Treaty (CTBT) in the near future.‖
If there is a proverbial ostrich in international politics with its head buried in the sand when it comes to the issue of nuclear disarmament, it is India

India supports negotiation with a view to reaching agreement on effective international arrangements to assure non-nuclear weapon states against the use or threat of use of nuclear weapons.
