Abstract
We present evidence for a first-order phase transition in simplicial quantum gravity in three dimensions. It implies the existence of a vacuum, which has at least certain of the characteristics needed for a physically acceptable continuum limit of the theory. The action is assumed to contain the cosmological and the Einstein terms only. The behaviour of the entropy of manifolds stabilizes the theory.
