Abstract

Introduction Administrators are well aware of the steady state funding situation that currently prevails within tertiary education in Australia. Faced with a contracting recurrent budget, administrators are increasingly directing closer attention to the better utilisation of institutional resources and the development of appropriate rational techniques for the allocation of scarce resources among competing demands. It is not uncommon for the salary bill of an institution to constitute more than eighty percent of total recurrent expenditure. Hence the pressure for an effective management of staff resources is gaining prominence in the tertiary education area.
