Abstract

Use zoning in Japan has the dual role: to control the use and volume of buildings and to roughly indicate future desirable land use pattern. This paper attempts to clarify how control measures of the Use Zone system realise the latter role in general, and to analyse changes in industrial land use within non-industrial zones in particular. Both direct and indirect effects of zoning controls are investigated mainly by examining the results of a questionnaire survey of large- and medium-sized factories in Tokyo.
