Abstract

This discussion paper considers the use of Survey Instruments to assess the performance and “effectiveness” of Legislative Budget Offices (LBO). While offering certain benefits, this paper notes that there are important limitations to survey instrument use in measuring LBOs effectiveness, emanating from political, cost, and methodological considerations. The paper makes reference to the survey instrument used by the Parliamentary Budget Office in Australia to evidence these considerations.
