Abstract
This paper will cover the design and implementation of a GIS used from the start of a UXO Engineering Evaluation/ Cost Analysis (EE/CA) project at the Former Camp Swift Training Area near Bastrop, Texas. The GIS helped to overcome project obstacles of carrying out UXO surveys and investigations on over 4,000 parcels of privately owned land with independently expiring rights of entry. Ownership maps classified by time until right-of-entry expiration were updated by the GIS and used by the field team leader for scheduling on a daily basis. The dynamic GIS used a replicated database that allowed newly acquired rights of entry to be added to the database from the home office while project operational data could be added by crews in the field trailer. The office and field database replicas were synchronized nightly using a modem-based dial-up connection. Daily scheduling, weekly progress reports, final report tables ands maps, owner contact information (for on-property investigations and for removal/detonation evacuations) and spatial analysis for characterization and prioritization were all based on data obtained and processed by the GIS.
