Abstract

Hillsborough County of Florida is currently working on stormwater management master plan for all its 17 watersheds. The purposes of master plan are to identify all flooding problem areas, and find out the alternatives. The major tool of the stormwater management master plan is the Environmental Protection Agency (EPA) Storm Water Management Model (SWMM). Hillsborough County modified this model based on county's situation. In this modified version, the Soil Conservation Service (SCS) Curve Number method (SCS-CN) was used to determine the rainfall-runoff process.
