Abstract

the past five years, the City of Atlanta has experienced significant changes and growth in population, population density, housing, gross income and in the racial composition of city government. These socio-political changes in Atlanta reflect the increased voting strength of black majorities, their political maturation and the exodus of whites from the urban polity. While significant shifts have occurred in politics and economic areas, other areas of social welfare within Atlanta require analysis and evaluation. The object of this paper is to analyze the operation of one of Atlanta's major charitable organizations, the United Way, and its financial and programmatic relationships to Atlanta's increasing black populace.
