Smith Adjunct Professor of Latin American Studies, School of Advanced International Studies, Johns Hopkins University Wayne S. Smith served in the United States Foreign Service for 25 years. His postings included Moscow, Havana and Buenos Aires. He is the author of The Closest of Enemies: A Personal and Diplomatic Account of U.S. -Cuban Relations Since 1957 (New York: W. W. Norton, 1987), and many other books and articles on Latin America and Soviet foreign policy.
