Abstract

The Russian Federation and the Republic of Belarus decided 1999 to establish a „Unionstate“ of both countries. The Sovereignty and Independence of both participating countries shall persist. The Unionstate has only partially been realised since. The „constitutional act“ is still missing, the parliament not yet fully established, the foreseen joint currency not introduced and other official Institutions not established. Since the end of 2018 Russia requests a „deeper Integration“ as a condition for continued preferential deliveries of oil and gas to the neighbouring country. Belarus only reluctantly supports the concept of deeper integration. The author analyses the legal foundation of the Unionstate and its current state as well as the prospects of a possible deeper Integration of Russia and Belarus.
