Abstract

The UN course towards achieving the Sustainable Development Goals (SDGs) is important not only as a global transformation of social values, but also as a new political technology of Governance. The countries of the world differ in theirlevels of economic development, established traditions and norms of behavior. There are difficulties in finding optimal options for such sustainable development, which will significantly reduce social inequality between the countries of the world. The urgency of creating management technologies focused on coordinated actions of all countries of the world to achieve sustainable development goals is increasing. The global goal should be such economic growth that simultaneously ensures the satisfaction of reasonable needs of people without, disturbing the natural equilibrium. There are two subjects of research. The first is the development of the management framework for the regulation of the SDGs process (allocation of three stages). The authors indicate their content and the achieved results. The second is the detection and evaluation of the effectiveness of soft technologies methods as the basis of the current stage. The research methodology is an evidence-based approach, which is founded on the analysis of the UN website “Sustainable Development Goals”, the study of recommendations for the use of indicators, as well as Russian official and scientific publications. The result of the study are the identification of specific forms of regulation of the SDGs as manifestations of soft technologies, the rationale for their advantages and disadvantages. The authors also emphasize the need to increase the role of the public and independent experts in the discussion, critical analysis of the results achieved, the development and implementation of new plans to ensure the sustainable development of all mankind.
