Abstract
Abstract As at 30 April 2010 there were 35,577 UN Laissez Passers (UNLPs) in circulation, issued to officials of organizations of the UN family and a few other organizations that had concluded relationship agreements with the United Nations (UN). According to UN Document CEB/2009/HLCM/HR30 dated 7 May 2009 the overall number of UN staff amounted to 70,792 persons as at 31 December 2008. The red colour of a UNLP indicates the high position of its holder among UN officials and his/her diplomatic status. This chapter focuses on a particularly eminent holder of a red UNLP. It aims to provide some key factual information on the issuance of UNLPs, to address some legal questions, and to highlight certain administrative issues related to UNLP management.
