Abstract

As part of its transition program to civilian federal democracy, the federal military government has constitutionalized a two-party system alongfederal lines, providedffunding and otherfacilities to the two parties, and established institutions, such as the National Electoral Commission and the Directorate for Social Mobilisation, to supervise and oversee the two-party process. This regimentation is seen as being necessary because Nigeria has not been able to sustain either democracy or a stable party system in the past. The stage has been set, therefore, for the maintenance of a two-party system in the Third Republic, but many problems remain to be resolved before the stable, competitive party system becomes rooted in Nigeria'sfederal system, societal diversity, and political culture.
