Abstract

At present, the number of rural teachers is insufficient, the quality is low, and the stability is poor. It is urgent to establish rural teacher recruitment channels that can enable outstanding talents to "go retain, teach well, and develop." This study adopts the evaluation orientation of a "comprehensive evaluation perspective focusing on training quality," introduces the input-environment-Output model, I-E-O, combines process management theory, pays attention to the key elements of a comprehensive evaluation, and forms a policy source (I)—an overall analysis framework composed of three-dimensional quality elements of school environmental impact (E) and cultivation effectiveness (O). This study adopts a mixed research paradigm and comprehensively uses literature research, questionnaire surveys, in-depth interviews, case studies, and other methods to try to explore the important measure of local colleges and universities to cultivate rural-oriented normal students, the rationality of their existence, the necessity of development, and the implemented optimization path.
 Empirical results show that it is necessary to improve the training quality of rural-oriented normal students and reflect on and look forward to their training process. Analyze the inevitability of targeted training of rural teachers from the perspective of social needs and focus on the disputes or problems existing in the implementation, combined with the demands of various stakeholders in the survey, in collaboration with local governments, training institutions, and rural primary and secondary schools, focusing on the orientation of rural teachers. Feasible suggestions were put forward in policy design, training plans, curriculum systems, rural education, teacher development, and other aspects to seek to optimize the training path for rural-oriented normal students and improve the quality of training.
