Abstract

It has long been recognized that is an important factor in accounting for union wage patterns. A perusal of the literature on union wage policies will reveal, however, that this concept has not been elaborated with sufficient precision to make it useful as a tool of analysis.' The purpose of this paper is (1) to elaborate such a tool of analysis, (2) to apply it to a concrete case of union wage patterns, and (3) to explain why bargaining power alone cannot explain union wage scales in all circumstances.
