The Theory Analysis of the Forest Resource Reserve

Abstract

The resources are foundation of national economy development, resources abundance and combination condition, to a great extent, are decided a national or local industrial structure, favorable economic conditions and ecological security. The forest resources already became a kind of short strategic resources in Chinese sustainable development. Therefore, problem of forest resources reserve is imminent. Forest resources' scarcity and particularity caused it have nature which might stockpile. The forest resources reserve also has trait of strategic, security indemnificatory and market reserve, its essence is dynamic balanced disposition process of forest resources in time and space, and enables forest resources dynamic to maintain productivity condition. The direct goal of forest resources reserve is realize natural supplies ability which forest resources continue to survive, and achieve state of the frontier forest. The indirect goal of forest resources reserve is to safeguard national territory ecological security and economy security. As one renewable living resource, forest resources reserve is not only quantity (scale) reserve, but should also include adjustment of quality dimension. According to division of public ecology forest and commodity forest, forest reserve may divide into ecology forest resources reserve (its goal is on whole to safeguard national territory ecological security) and commercial forest resources reserve (its goal is to safeguard national economic security).
