Abstract

The purpose of the study is to discuss some issues raised by K.J. Arrow in a recent study in this journal, ‘Higher education as a filter’. It is shown that the higher education system specified by Arrow utilizes known information to sort students according to their abilities. An alternative higher education system is developed which creates new information about the abilities of students by testing them. These two approaches are then compared and evaluated.
