Abstract

This paper comments on a previous article by Michael Boretsky, in which he suggests that the CIA estimates of Soviet GNP growth are substantially understated. I find that Boretsky misinterpreted some aspects of the CIA methodology and has used a testing procedure that is itself biased. Allowances for these factors suggest that the CIA estimates of Soviet GNP growth are generally accurate although the distribution of GNP among producing sectors and end uses may be off somewhat.
