Abstract

During the 1991 Gulf War, the Iraqis began discharging Kuwaiti oil into the sea, causing massive pollution of the water and coastline. The US airforce solved the problem by bombing the pipe outlets. This is one example of a ‘technical fix’. Here is another. People plagued by obscene or unsolicited phone calls have devised a useful technique for countering them: to blow a loud whistle down the mouthpiece. This chapter is about technical fixes, about the use of technology to solve political problems.
