Abstract

After more than 25 years, the Sri Lankan Army finally seems on the verge of an armed victory against Tamil Tiger separatists. However, the international community is increasingly concerned about civilians trapped by the fighting in the country's north. A humanitarian crisis will not advance long-term peace between Sri Lanka's ethnic Sinhalese majority and its Tamil minority.
