Abstract

One of the effective mechanisms for ensuring environmental safety is the system of environmental prosecutor's offices. The author has made an attempt in a new way, taking into account modern realities, to determine the place and role of environmental prosecutor's offices in the system of public authorities, to study the historical prerequisites for the formation of the basin (ecosystem) principle of organising the work of the environmental prosecutor's office, to reveal its content, to analyse the possibility of improving the efficiency and effectiveness of the supervisory activities of environmental prosecutor's offices established on the basin (ecosystem) principle. The author's definition of the concept “basin principle of the intradepartmental organisation of environmental prosecutor's offices” is formulated in the study with the conclusion made about the effectiveness of this form of intradepartmental organisation of supervisory activities. The paper reveals the positions of various researchers on the feasibility of creating environmental prosecutor's offices, including those organised according to the basin (ecosystem) principle, and their further expansion. The author has formulated practice-oriented proposals to improve the effectiveness of environmental prosecutor's offices by reforming their structure. The methodological basis of the work includes the general scientific methods of logical, comparative legal, regulatory analysis with the possibilities of a historical and interdisciplinary approach to research used.
