Abstract

The rates of modern social, scientific and technological progress are closely connected with the problem of the organization and use of scientific information. Rapid topical and reliable information makes possible a correct reorientation with respect to the development trends of science, technology and the economy and contributes to the acceleration of scientific and technological progress, to the raising of labour productivity, the technical level of production, the quality of output and the e~cien~y of social management. The CC of the Bulgarian Communist Party and the Council of Ministers promptly assessed the great importance of scientific and technical information and already in l%2 by decree No. 163 of 26 September laid down the task of establishing a unified system of scientific and technical information. This system gradually embodied all the branches of the national economy and fields of knowledge, including the social sciences. The tasks and work of the system are regulated by a number of governmental and departmental decrees and instructions. In 1973 by decree No. 8 of I.5 March the CC of the BCP and the Council of Ministers approved a concept and pro~amme for the setting up and development of a National System of Scientific and Technical Information (NSSTI). These documents gave the final shape of the scientific information policy of this country, determined its goal and indicated the fundamen~l principles of its strateegy and tactics.
