Abstract
In June 1967 the governments of France and Germany signed a contract to construct, launch and utilize an experimental telecommunication satellite and to build the earth installations necessary for its operation. This project is called Symphonie. In December 1974the Symphonie satellite was launched and brought into a geostationary position over the Atlantic. It will have the capacity of four television channels and will cover mainly Africa, the Arab countries and the northeast region of South America. Two of the four television channels will be used by France to bring educational television programmes to the franco-phone countries of central Africa, the other two by Germany. There are many speculations and plans at present being discussed in Germany for what kind of experiments this communication capacity should be utilized. One of the various plans forsees the application of Symphonie to educational television in the Arab States. This proposal will be presented in this paper.
