Abstract

Aim. To study the regulatory norms for the circulation of narcotic and psychotropic drugs determined by the legislation of Ukraine in healthcare institutions (HCI).Materials and methods. The retrospective and comparative analysis of regulations related to the circulation of narcotic and psychotropic drugs, the data of normative documents, official websites of state organizations, and scientific literature were used.Results. In modern conditions many regulations for narcotic and psychotropic drugs are not regulated at the state level, the entire organization for regulating the circulation of narcotic and psychotropic drugs in a healthcare institution is a responsibility of its administration. According to the results of the studies it has been found that the norms of their storage, disposal of the empty ampoules used, etc., has been changed. The doctor’s prescription of narcotic and psychotropic drugs in modern conditions can be made on the outpatient basis without personal involvement of the medical personnel.Conclusions. The HCI administration independently determines the conditions of circulation for narcotic and psychotropic drugs. Independence in making decisions concerning these drugs increases the responsibility of the HCI administration for the quality of the circulation of narcotic and psychotropic drugs, at the same time expanding the possibility, if necessary, of care providing to patients. The state control over the use of narcotic and psychotropic drugs is complicated when transferring authority to the level of HCI.

Досліджувались питання законності обігу, розладів здоров’я внаслідок зловживання, організації фармацевтичного забезпечення, доцільності використання наркотичних і психотропних ЛЗ. No 494 «Про деякі питання придбання, перевезення, зберігання, відпуску, використання та знищення наркотичних засобів, психотропних речовин і прекурсорів у закладах охорони здоров’я» (далі – наказ No 494) [5] та проведено порівняння з наказами, що втратили чинність, але мали докладне, точне визначення діяльності, пов’язаної з обігом наркотичних, психотропних ЛЗ, зокрема в ЗОЗ, а саме: наказ МОЗ від 18.12.1997 р.
