Abstract

The issues of formation and subsequent activities of the judicial authorities of the Soviet period are of urgent importance. Therefore, the study of courts development on the example of a specific region in Soviet times is also of current interest and besides, has a practical significance. The purpose of this study is to identify the features of resourcing the judicial system of Ostyako-Vogulsky (Khanty-Mansi) National District in the 1930s – 1940s. The scientific novelty of the research is ensured by attracting archival materials that were not previously introduced into scientific circulation, some of them were declassified in the 20s of the XXI century. In addition, to write the article, the author used materials of articles on the problem posed, information from the periodical press of the chronological period under consideration. The article reflects the structure of the judicial authorities of the Ostyako-Vogulsky (later Khanty-Mansi) National District in the period of the 1930s – 1940s, attention is focused on its characteristic features. The article provides brief information on the resource support for the processes of creating and functioning of the judicial system in the region during this period, it draws attention to the problematic aspects of material and financial supply of the district courts. Along with the statement of the above-mentioned facts, the author identifies and indicates the reasons for weak provision of justice authorities, which were primarily geographical factors due to lacking permanent and proper transport links, remoteness of the territory from regional centers, a large area of the district and huge distances between settlements. The fact of the district formation in the territory of Ugra is noted as well as the fact that from that moment its own structure of party and Soviet bodies, including judicial ones, was formed. As part of describing the development of the judicial system and the district, the author examines the stages of evolvement and formation of the regional administrative-territorial structure. The author comes to the conclusion about a significant contribution of Khanty-Mansi Autonomous Okrug – Yugra’s courts to the formation of the state structure of the district, ensuring its socio-economic development. The results of the study have an important practical significance, as they can be used in educational institutions, as well as by judicial and law enforcement agencies in practical activities. At this, the problem posed has a further perspective of research.
