Abstract
The semantic category system of Chinese multi-national proverbs is designed based on the deep semantics of proverbs. The system not only has a scientific arrangement structure，but also makes a thorough consideration on the theoretical level of construction principles and methods. Because the whole semantic system is distributed in a branching structure，stability becomes the key factor for the success of the system construction，and the construction of stability requires the correct and scientific hierarchy arrangement and logical direction of the system. The arrangement of the hierarchy is the externalization and final achievement of the logic of the system designer
