Abstract

We would have inherited the act of conservation and the concept of heritage, we are told, the colonial power. And for good reason. This concept has been built at a time when our country was incorporated into the European cultural sphere. The colonial power was mainly supported sites and historical monuments of the Roman period at first, then those of other eras. The State, from Independence, was built by order in 1967, the National Heritage (variant of the national domain) these traces of the past. But it took until 1982 for a direction Heritage is created in lieu of the management of museums, archaeological, historical monuments and sites. Can we all set on that date the interest of Algerian society for the things of his past? Can we consider the transmission from the colonial to the national state, the burden of protecting historical sites and monuments and natural as the beginning of the assumption by the Algerian company of its past? Applying the 98-04 Law on the Protection of Cultural Heritage and its deployment, the founding document of the strategy e management of cultural heritage by the Ministry of Communication and Culture, in the sense that it develops own vision to Algeria today and reflects a conception of history based on the recognition of the many civilizations that have succeeded in our land of Algeria Law 98-04 on the protection of cultural heritage, not a single document affecting legal and regulatory framework governing the cultural heritage and places the prerogatives and responsibilities. It is in itself a new approach to cultural heritage: the notion of heritage, even if the law attempts to clarify the content, remains a consideration undoubtedly conditioned by the culture or cultures that use them. Thus, the application of this law is the minimum required to define the understandings that will serve to avoid misunderstandings and wastage of efforts by each other. This law calls for a reformulation and redefinition of the national heritage landscape. It will help to anchor for the first time, the cultural heritage in its tangible and intangible, to the territorial and historical reality of our country Today the need for a comprehensive and cohesive strategy is required for sustainable development and in particular to preserve our identity and ensure our continuation in the future.
