Abstract

The peaceful order of interaction between people and their associations is the basis of any viable human community, including the state. The author analyzes the essence and normative content of civil peace and harmony in the system of constitutional values. Significant attention is paid to the monopoly of state coercion, the establishment of the boundaries of such coercion and the consequences of their violation.
