Abstract

In recent years the World Bank and other institutions in the international donor and financial communities have expressed general dissatisfaction with the economic performance of the countries in the Middle East and North Africa. Implicitly or explicitly, these complaints suggest that the donor community’s efforts to promote reform in the region have been inadequate.
