Abstract

The Standards for Educational and Psychological Testing, hereafter referred to as the Standards, were published in 1999. It is a joint publication of the American Educational Research Association (AERA), the American Psychological Association (APA), and the National Council on Measurement in Education (NCME) and is widely recognized as an authoritative statement of professional consensus regarding standards for testing. The Standards enjoy this status, in part, because of the way they have been developed and approved by the sponsoring associations and, in part, because of their relatively lengthy history.
