Abstract

After Dictator Francisco Franco’s death in 1975, the need and urgency to normalise diverse aspects of Spanish public life were intensely felt. The issues at hand included: the problems posed by the different ‘nationalities’ within the country, the need to enter the international arena (Carr 1988), the recognition and legalisation of political parties and unions (Bergalli 1991), renewal, depuration and regulation of the police force (Ballbé 1978; Domínguez Figueirido 1991; Muñagorri 1987; Recasens Brunet 1989,1991), the construction of a democratic judiciary (Andrés Ibáñez 1989), amnesty for political prisoners, penal and prison reforms (Bueno Arus 1978; Draper Miralles 1984; García Valdés 1977; Lurra 1978; Martí 1977; Rivera Beiras 1994).KeywordsPenal CodePrison PopulationPenal SystemConstitutional PrinciplePolitical PrisonerThese keywords were added by machine and not by the authors.
