Abstract

The most important result of The European Climate Change Program is the Directive 2003/87 that establishes a scheme for greenhouse gas emission allowance trading within the Community. This Directive in force since October 2003 is already moving the entire energy sector in each member country in order to get a favorable National Allocation Plan. This scheme covers 46% of the current EU carbon dioxide, percentage that will be change with the EU enlargement. In the present scenario, some industries are taking proactive steps by reducing or sequestering their greenhouse gas emissions, as others face this shift as an important penalty.
