Abstract
In discussions about the prospects of a Ocean Association it is evident that the possible international consequences connected with the creation of a regional intergovernmental institution and its possible influence on the political climate in the region cannot be ignored. Regional tendencies are developing in concrete historical and political circumstances in complex and unstable international conditions in the Pacific Ocean, which bring to the fore issues concerning the political atmosphere in which the system of economic relations develops and takes shape.
