Abstract

American foreign policy since the war has been based on two assumptions, one political and one military. The military assumption is that the United States, by the use of atom bombs, will be able to knock the Soviet Union out, while this country remains relatively uninjured by Soviet retaliation. This article can also be found at the Monthly Review website, where most recent articles are published in full.Click here to purchase a PDF version of this article at the Monthly Review website.
