Abstract
The implementation of the decisions of the December (1983) Plenum of the CPSU Central Committee and the decree of the USSR Central Committee "On Measures to Accelerate Scientific and Technical Progress in the National Economy" require the further elaboration of current problems pertaining to the management of scientific and technical progress associated with the resolution of cardinal national economic problems of the intensification of production and to the earliest possible utilization of advances in science and technology. In our view these problems include above all the improvement of methods used to evaluate the effectiveness of new technology as important elements in the management of scientific and technical progress.
