Abstract
Turkey goes to deepen it's existence by computations and steady steps in North Africa, especially towards Algeria, that it represents a strategic depth in the continent of Africa, in addition, there are a cultural reference and the Ottoman heritage in Algeria. Which led to deepen the intensity of contacts and interactions between community actors because of attractions rectifiers between the Turkish and Algerian society, such as cultural, religious and civilizational. Therefore, the study will work to drop the approach of Emmanuel Castel's of Network Society on the Algerian pluralism society and the Turkish pluralism society
