Abstract

Modern society is a high-risk society. In the modern society, it is difficult for individuals to bear the high risks incurred to them by a high division of labor based on specialization, thus it is necessary for the government to build a public service system covering the entire population. Generally, the public services provided by a modern government mainly include the basic services involving the people’s well-being such as employment and basic social security, public utility services such as education, medical services and public culture, the basic services relating to public benefits such as environmental protection and infrastructure construction and public security services such as production, consumption and public order.
