Abstract

Applying the natural disaster risk theory and selecting 3 Meteorological index and 12 social economic statistics index, quantitative analysis is carried out on risk of township snow hazard, population-livestock risk vulnerability (exposure sensitivity and adaptability) and snow disaster risk respectively with 40 townships in 5 counties in Guoluo state of Qinghai province as an evaluation unit, by using the AHP analytic method and the clustering analysis method, combining the GIS and RS tools. The results show that: Snow disaster risk of towns in Guoluo is totally higher. Among them, there are 3 towns in Jiuzhi County with comprehensive higher snow disaster risk of livestock-population such as Zhiqingsongduo town. There are 21 towns in Gande county with higher snow disaster risk such as Qingzhen town. There are 8 towns in Banma county with medium snow disaster risk such as Jika town. There are 8 towns in Maqin county with low snow disaster risk such as Xiadawu town. On the basis of those results, this article discusses the preventive measures such as: construction of regional snow disaster risk management model and establishment of the snow disaster response system.
