Abstract

Situational factors are important system control variables in NIMBY (not-in-my- backyard) conflicts. In this article, firstly based on theoretical analysis, design a questionnaire on the influencing factors of residents' risk perception, survey the residents in the communities near typical engineering facilities, and obtain sample data. Next, using exploratory factor analysis, with a characteristic value of 0.8 as the standard, the four main situational factors of political governance and communication, information media, public awareness and economic benefits are extracted, and the cumulative explanation variance contribution rate is 71.133%. Then, construct a structural equation model and analyze the influencing path of the four main situational factors on residents' risk perception by observing 19 variables. The results show that political governance and communication, and information media have a significant negative impact on residents' perception of risks in NIMBY facilities; but public awareness and economic benefits have a significant positive impact on residents' risk perception. In order to effectively reduce the risk of NIMBY facilities, government departments should improve the risk communication and public participation mechanisms for the construction of surrounding risk avoidance facilities, strengthen the supervision of the information dissemination environment, guide residents to legally protect their rights, and balance the risks and benefits of residents.
