Abstract

AbstractThe paper clarifies the conceptual apparatus to identify the relationship of inclusive and silver economy. The research methodology includes a set of scientific approaches and methods determined by the complex nature of the studied problem. The promotion of the silver economy model and the formation of its institutions are considered from a systemic approach. The authors highlighted and classified the economic and social aspects of the silver economy. The institutional approach allowed the authors to identify the directions and targets for developing the silver economy. The analysis of the formation and functioning of its institutions and instruments required the application of comparative-historical research methods. In particular, the normative-legal method was used to analyze its legislative support in the considered countries. The use of documentary, regulatory, and statistical materials ensured the reliability of the research. The empirical basis of the research was legislative acts, normative documents, statistical data, and scientific publications. The authors showed the statistically significant prerequisites for developing the segment of production of goods and services for the older population as the main components of the silver economy model. Alternative approaches to defining the category “silver economy” are considered. The authors studied the experience of penetration of the idea of the silver economy in such post-Soviet countries as the Russian Federation, Belarus, Estonia, Latvia, and Lithuania. The national peculiarities of implementing the silver economy model in the selected countries were revealed. Moreover, the authors outlined the vectors for promoting the silver economy in Belarus and promising consumer niches of the silver economy in Russia. A common (for post-Soviet countries) limitation hindering the development of the silver economy was recorded.
