Abstract

In the present stage of communist construction, the accelerated development of the service sphere assumes great importance directly due to the development of the productive forces and the improvement of production relations. Scientific and technical progress, by intensifying the action of intensive factors in the development of the national economy, substantially influences changes in the structure of the work force and makes ever higher demands on the level of its training and skills, on strengthening and preserving its health, and on prolonging the working life of people; it generates the need and creates conditions for raising the standard of living and for the comprehensive satisfaction of the material, everyday, social, and cultural needs of all members of society. As a result, there is not only general growth in the population's consumption but there is also a substantial change in its structure: in the overall volume of the population's consumption there is an increase in the consumption of services, and the importance of branches of the nonproductive sphere also naturally increases.
